Accidents occurring outside the territory of the Socialist Republic of Vietnam.
Intentional acts by the driver to cause an accident.
Use of motorcycles or scooters for racing, using the vehicle to commit robbery or theft, or using it for illegal purposes that cause accidents.
Driving without a valid driver’s license or with an invalid/inappropriate license for the type of vehicle being operated (for vehicles that require a driver’s license).
